ABOUT US

Vision Statement: 

  • River Oaks is a community which embraces its river and oak woodland heritage and commits itself to a safe and peaceful environment of trees trails, parks, homes, and businesses.

Purpose:

  • ROCA is charged with a dual purpose: 

    1. TO enhance the livability of the area and quality of life by establishing and maintaining an open line of commuinication and liaison between neighborhoods, government agencies, business licensees, and other nearby communities.

    2. TO provide an open process by which all members of the community may involve themselves in the affairs of the community.

Excerpts from ROCA's Bylaws:

Section 7.01 Generally. The officers of the Association shall consist of a President, a Vice President, a Treasurer, a Secretary and three general board members. The Officers shall be appointed annually by the board members at its first meeting after the annual or special meeting of the members at which the board members are elected and shall hold office until the next annual meeting and thereafter until their successors are duly appointed and qualified, subject, however, to removal by the board members.

Section 7.02 President. The president will preside at all meetings of the members and the board. Subject to the control of the board, the president will have general charge and care of the business and property of the Association, will appoint and discharge employees and agents of the Association and determine their compensation. When authorized by the board to do so, the president may delegate to the vice president the whole or any part of the general management and care of the business and property of the Association, including the employment and discharge of agents and employees.

Section 7.03 Vice President. It will be the duty of the vice president to assume and perform the duties of the President in the absence or disability of the President or whenever the office of president is vacant. The vice president will do and perform such additional duties as may be prescribed by the board.

Section 7.04 Treasurer. The treasurer shall oversee the financial and accounting matters of the Association, including custody of all money, valuable papers and documents of the Association, which shall be kept for safekeeping in such depositories as may be designated by the board. The treasurer will cause to be kept a book or books setting forth a true record of the receipts and expenditures, assets and liabilities, losses and gains of the Association and will, when and as required by the board, render a statement of the financial condition of the Association. If required to do so by the board, the treasurer will give a bond in such amount and with such surety as may be prescribed by the board for the faithful discharge of the duties of the office. The treasurer will also do and perform such additional duties as may be prescribed by the board. In the absence of disability of the treasurer, the duties of the office will be performed by the secretary or by a general board member.

Section 7.05 Secretary. The secretary will be ex officio secretary of the board, will give cause to be given all required notices of meetings of the members and the board, will record the proceedings of meeting of the members and the board in a book, books or electronically to be kept for that purpose, and will perform such other duties as may be assigned from time to by the board and by the president. The secretary will have custody of the logo of the Association. In the absence or disability of the Secretary, the duties of the office will be performed by the treasurer or by a general board member.

Section 7.06 General Board Members. The power and duties of any general board members will be as prescribed by the board.

History: 

·       River Oaks Community Association Was officially formed in June of 1999, but had been meeting as a group of concerned community members as of November of 1998.  Principal originators included Jon Chase and Randy Pester.  As of the end of 2006, Randy continues to serve on the Board. 

·        The original steering committee and eventually, ROCA’s first board members attended a City of Sacramento City Community Planning Academy which helped them form the foundation of the outreach and vision for ROCA.  Their original concepts continue to be the guiding force for today’s vision for the Community.

·       Initial projects and issues included West El Camino widening and traffic control measures for the I-80 overpass.  Park completion and improvements, visions for grocery, health care, bike path projects, parking concerns in the Garden Restaurant area, entry identification, proper infrastructure and services such as police and fire substations, and adequate/ appropriate housing and supportive retail.

·       The first development project receiving ROCA’s comments was the Gateway Center Business Park.

·      Other developments and proposals which ROCA help to improve through 2005  were Adajio Apartments, the Farm Bureau project, Beezer Project, Downtown Ford,  Treasure Homes, and several other projects

 ·       Meeting places varied from the Swallows Nest Clubhouse and Leroy Greene Mid School.

·       In 2006 ROCA addressed the following projects/issues:

Parks: We had grand openings at Barandas Park, Shorebird Park and River Otter Park. We also worked with the City to get the fence around the outer perimeter of River Otter Park. We hope this will deter cars from driving on the park and safely contain the children. ROCA also worked with the City of Sacramento to get phase II of Orchard Park started. The tennis courts are currently being constructed.

Beazer Riverdale South (North side of West El Camino): We worked on several iterations of the Beazer project and provided comments. However due to the current housing market, Beazer is currently seeking changes to their approved project. ROCA will be reviewing the changes.

River's End Mixed Use (at Gateway Oaks and West El Camino behind Carl's Jr): This mix use residence and retail will have greater setbacks from the freeway and additional tree screening to improve air quality. ROCA also suggested a crosswalk and an exclusive right in turn lane to increase safety and circulation. ROCA is currently working with the developer to encourage community service retail.

River Plaza Offices (On River Plaza Drive): Thanks to the ROCA LUC, the building will have a greater setback from the bike trail. Prior to the approval of this project, the ROCA LUC successfully achieved some of their requests for design and layout.

Post Office in North Natomas: The ROCA Board supported efforts by Congresswoman Matsui's office to fund a post office in North Natomas.

Traffic: ROCA has been working diligently with Caltrans and the City of Sacramento to implement the necessary improvements to the I-80 and West El Camino interchange to alleviate the expected traffic congestion. We are also working with Regional Transit and Council member Tretheway on getting more bus routes to our area

Bike Paths and Walkability: One of the conditions on the Beazer Riverdale South project is to build a a pedestrian bridge to Barandas Park. ROCA is also working to get sidewalks on the west side of Orchard Lane from Las Brias to Treasure Homes so pedestrians have a safe place to walk. We are also working with Superintendent Dr. Farrar of the Natomas School District to secure a Safe Routes to School grant for Two Rivers Elementary and Leroy Middle School.

Arco Gas & AM/PM Mart: We were successful in prohibiting the sale of alcohol and limiting the time when unaccompanied minors can enter the store. There are also additional conditions to increase security and minimize light and noise from the site.
